Planning an event in the Noosa region

Noosa Event

The Noosa region has many outdoor venues across the region.  Council approval helps ensure events are conducted safely, protect public spaces, and balance the needs of event organisers, attendees, residents, businesses, and other users of the area.

Approval requirements vary depending on the type of event, its scale, and its impact on public and and the community. 

Use this page to determine what Event approval requirements may be required for your proposed event.


How to apply

STEP 1 - Check Availability

Before submitting an application, we encourage you to contact us to discuss your event proposal.  We can provide advice on permitted activities, suitable locations, any any requirements that may apply to your event.

You can also check the availability of most Council managed sites through our online portal

STEP 2 - Submit an Application

You will need to submit a Temporary Event Application form outlining the details of the proposed event activity. 

All applications must include a current Public Liability Insurance Certificate of Currency with:

  • the insured party matching the applicant named on the application. 
  • totalling a minimum of $20,000,000.
  • listing Noosa Council as an interested party

A site plan must also be provided to include (as applicable) but not limited to: 

  • Event area boundaries
  • Stage and direction of amplified sound
  • Security and/or police locations
  • Approved liquor consumption areas
  • Portable toilet facilities
  • Marquees/tents/amusement rides
  • Food vendors
  • Emergency access routes
  • Carpark Closures
  • First aid posts
  • Site entrances/exits
  • Registration areas
  • Litter/refuse facilities
  • Fireworks/drone zones

If food vendors will be operating at the event, the organiser must submit a completed Food Vendor List, together with copies of all relevant food business licences and Food Safety Supervisor (FSS) competency certificates.  This information must be provided to Council at least 30 business days prior to the event date. The organiser is responsible for ensuring that all licensable food businesses attending the event hold a current and valid food business licence.

Please note that event advertising or promotion should not commence until your application has been submitted to Council.

STEP 3 - Application review

When we receive the documents and information listed above, we will review the proposed event details to determine if the activity and proposed location is suitable under our policies, guidelines and any associated legislation.

STEP 4 - Request for supporting documentation

Following your application review, we will advise what additional information and supporting documentation is required before formal event approval can be issued.  In most cases, this will include an Event Management Plan outlining how the event will be delivered, operated, and managed.

The specific documentation required will depend on the scale, complexity, and nature of the event, and may include:

  • Event Schedule
  • Traffic Management Plan
  • Waste Management Plan
  • Signage Plan
  • Noise Management Plan
  • Risk Assessment Plan

STEP 5 - Assessment, payment and final approval

Once we have received all supporting documentation and completed assessment, we will inform you in writing if the application is successful and an invoice will be issued for the permit fee and any relevant administration fees.


Frequently asked questions

What are the timeframes for lodging a Temporary Event Application?

Event Type Application submission timeframe
 Major Event at least four months before event date.  
Tourism Event at least six months before event date
 Community Event            at least six weeks before the event date

Please note if the event requires a Traffic Management Plan it is considered a High Impact Event. Traffic Management Plan’s must be submitted a minimum of 4 months prior to the event for assessment. If not received closures may not be included in the permit.

All attachments must be provided for your application to be considered complete.

 

What are the fees relating to a Temporary Event Application?

Fees are not payable at time of application lodgement. However if a late lodgement fee applies, this will be payable prior to assessment of the application.

Fee payment prior to commencement of the event is a condition of event approval.

All fees are GST free unless noted.

Do I need to lodge an application to notify Council of an event on Private Property?

Events on private land may require a letter of no objection or a permit.  All enquiries for events to be held on private land should be directed to property@noosa.qld.gov.au. 

Note: Planning approval may be required.

What if roads need to be closed as part of the event?

If a road closure is proposed as part of the event, a Traffic Management Plan must be submitted with the event application.  Applicants should demonstrate that the proposed location is suitable and capable of safely accommodating the planned activities.

Traffic Management Plans should be submitted to Council no later than 4 months prior to the event date. 

Do I need to complete an application form for a private gathering on Council land?

Council does not issue permits for private family functions, birthday parties or family gatherings on any beach or Council land.

Please note that the following items are not permitted at private events held on public land:

  • Temporary structures including marquees, teepees or food trucks
  • Professional or commercial catering
  • Consumption of alcohol - under Queensland Law, drinking alcohol in a public space is prohibited. 

You are welcome to self cater and set up a picnic, and you may use a shade structure up to 3m x 3m, provided it is weighted with sandbags (no pegs or stakes). 

Can I hold a commercial picnic on Council land?

Commercial picnic activities are only permitted when they form part of an approved temporary event and have received Council approval through the standard event application process.

Council does not approve stanalone commercial picnics on Council managed land outside of an approved temporary event. 

What application form should be completed to apply for an event?

If there will be food vendors onsite please also complete the Food Vendor List(PDF, 327KB) and provide copies of each vendors food business licence. 

 

Can I hold a fireworks show at my event?

Under the Noosa Council Events Policy, fireworks will only be approved for Christmas and New Year's Eve community events.

Can alcohol be consumed at an approved Temporary Event?

Yes, if you have a liquor licence permit.

A liquor licence application must be lodged with the Office of Liquor and Gaming Regulation with a completed copy endorsed by Council prior to submission.

A copy of the licence is to be provided prior to the event start date.
