Amendment No. 3 – Minor Amendment – commenced 20 March 2026

Amendment No. 3 to Noosa Plan 2020 corrects minor errors, streamlines formatting and improves clarification where required. These amendments did not change existing policy, introduce new policy or involve any zone changes. Key elements of the minor amendment include:

  • aligning the planning scheme with recent updates to the Planning Regulation 2017;
  • correcting references to Acceptable Outcomes within the Tables of Assessment;
  • providing clearer guidance on selected provisions within the Codes;
  • adding additional Editor’s notes to clarify provisions within the Codes;
  • improving document formatting.

Amendment No. 2 – Major Amendment – commenced 26 September 2025

Amendment No. 2 to Noosa Plan 2020 sought to ensure sufficient land was available for permanent residential housing and to facilitate improved housing security, choice, diversity, and affordability to meet the housing needs of Noosa Shire residents. The amendment also established a pathway for the delivery of affordable housing and prioritised permanent residents in Residential zones and key Centre zones by restricting further short‑term accommodation uses.

Key elements of the amendment included:

  • Restricting future development in Medium and High Density Residential zones and most Centre zones to permanent housing, excluding short‑term accommodation.
  • Rezoning parts of the Tourist Accommodation zone to Residential or Centre zones to support permanent housing outcomes.
  • Increasing housing diversity and choice, particularly through support for smaller dwelling types.
  • Allowing visitor accommodation, such as cabins, in Rural and Rural Residential zones, provided the permanent resident remained onsite in their dwelling.

Additionally, the amendment:

  • Defined clear outcomes for the Noosa Business Centre as an integrated village combining diverse housing and employment opportunities.
  • Established guidelines for development within the Innovation Zone.
  • Expanded allowable trading hours for food and drink outlets in the Noosa Junction Hospitality Precinct, including the introduction of a new definition for amplified music.
  • Supported the future of sports medicine through the creation of a health and wellbeing precinct within the Noosa District Sports Complex.
  • Improved the operation of the planning scheme by correcting minor errors and ensuring consistent terminology.
