Personal Appearance Services

Hairdressing, beauty therapy and skin penetration activities such as tattooing and body piercing are known as personal appearance services. Businesses that provide personal appearance services need to meet Council's planning scheme requirements and comply with the:

Some personal appearance services have a higher risk of spreading disease or causing infection. Businesses providing higher risk services require a licence from Council.

  • The Public Health (Infection Control for Personal Appearance Services) Act 2003 states 'A person must not carry on business providing higher risk personal appearance services unless the person holds a licence authorising the person to carry on the business'.

    It is an offence under the Public Health (Infection Control for Personal Appearance Services) Act 2003 for a person to carry on business providing higher risk personal appearance services unless the person holds a licence.

    A higher risk personal appearance service involves any of the following skin penetration procedures, in which the release of blood or other body fluids is an expected result:

    • body piercing, other than closed ear and nose piercing
    • implanting a natural or synthetic substance into a person’s skin, for example hair or beads
    • scarring or cutting a person’s skin using a sharp instrument to make a permanent mark, pattern or design
    • tattooing (including cosmetic tattooing and semi-permanent make-up)
    • tattoo removal using micro needles.

    Premises that provide non higher risk personal appearance services do not require a licence. Even though these premises do not require a licence, the businesses still must comply with the Infection Control Guidelines and ensure all reasonable precautions and care to minimise the risk of infection to clients is undertaken.

    Businesses not requiring a licence:

    • hairdressing
    • beauty therapy (including facial or body treatments, application of cosmetics, manicures or pedicures, application of, or mending artificial nails, hair removal by electrolysis or wax)
    • closed ear or nose piercing
    • acupuncture
    • massage therapy
    • tattoo removal using a laser (you don’t need a licence from Council but you do need a laser licence issued by Queensland Health)
    • personal appearance services provided within a health-care facility (you don’t need a licence from Council but need to comply with relevant medical legislation).
  • 1. Prepare the supporting documents for your application

    It is recommended that you contact Council's Development Assessment Unit and Building Services as these departments may require separate approval.

    To apply, please complete an application form. The application must be completed in full with supporting documentation as outlined in the application form including a copy of the certificate of attainment for competency standard HLTINF005 - Maintain infection prevention for skin penetration treatment for each proposed operator.

    Plans are required for new businesses and where changes are made to the fit-out of an existing business.

    • Your plans will need to include:
      • a plan showing all equipment, benches, storage cupboards (storage of staff personal items), sinks, non-hand touch hand basin, door/window openings, location of staff areas and chemical/cleaning equipment storage areas to a suitable scale (e.g. 1:100)
      • cross sectional drawings through separate areas of the storage and customer service areas. Details are to include finishes to walls, floors and ceilings, heights of fixtures from floors and benches, junctions of walls and floors and lighting provisions to a suitable scale (e.g. 1:50)
      • a site plan showing location of premises in regard to other premises, including wastewater treatment devices, waste storage area and staff toilets, to a suitable scale
      • details of location and types of sterilising equipment and laundry facilities for sanitising towels, wraps and any other relevant items.


    2. Personal appearance service licence application

    • Submit a higher risk personal appearance service licence application to Council using the approved form. You are responsible for ensuring the application is complete.
    • Council will process your application within the legislative timeframe. Council will contact you should additional information be required.
    • When Council approves your plans, you can start construction or fit-out. Your building certifier and licensed plumber will advise if any building or plumbing approvals are required.
    • Upon completion of the fit-out, contact Council to arrange an inspection.
    • When Council approves your licence, you can then operate in accordance with the approved conditions.

    Council offers several ways to lodge your personal appearance services application forms. The most convenient way is by email. You can also lodge the application in person or by post.

    How to pay

    After your application form is received, Council will email a payment link to the applicant after all of the required information has been submitted. Your application will be assessed by an Environmental Health Officer after full and correct payment has been received.

  • This process is for taking over an existing higher risk personal appearance service business. You may apply for a search for information on the current higher risk personal appearance service and the conditions of approval. This process may require written permission from the vendor.

    To apply, please complete an application form. The application must be completed in full with supporting documentation as outlined in the application form including a copy of the certificate of attainment for competency standard HLTINF005 - Maintain infection prevention for skin penetration treatment for each proposed operator.

    Council will process your application within the legislative timeframe. Council will contact you should additional information be required. When Council approves your licence, you can then operate in accordance with the approved conditions.

    Adding extra facilities or renovating your premises could change current planning, building, and plumbing approvals. Contact Council to discuss any changes to your premises prior to the commencement of work.

    • Submit a higher risk personal appearance service application form. You are responsible for ensuring the application is complete.
    • Council will process your application within the legislative timeframe. Council will contact you should additional information be required.
    • When Council approves your plans, you can start construction or fit-out. Your building certifier and licensed plumber will advise if any building or plumbing approvals are required.

  • The Public Health (Infection Control for Personal Appearance Services) Act 2003 requires a person who personally provides a higher risk personal appearance service to hold an infection control qualification.

    The required qualification is competency standard HLTINF005- Maintain Infection Prevention for Skin Penetration Treatments, which is endorsed by the Australian National Training Authority. You may be able to achieve the competency standard without doing the training course by producing documentary evidence of your competency and being assessed by a training organisation that is registered to deliver and assess the standard.

    A copy of the certificate of attainment for competency standard HLTINF005 - Maintain Infection Prevention for Skin Penetration Treatments for each proposed operator must be submitted with your application.

Accommodation park applications

Council regulates accommodation parks to ensure that they are maintained in a clean and hygienic condition and that they provide appropriate facilities. Compliance with Council's requirements will assist you in providing a safe environment for your customers.   • Planning approval

    Your first step when starting any caravan park or camping ground is to check if you need a planning approval.  

    Council’s planning scheme, Noosa Plan 2020, guides how land can be used and developed.

    Caravan parks and camping grounds are defined as a ‘Tourist Park’ under the Noosa Plan 2020 and may need planning approval for the following activities:

    • starting a new Tourist Park (i.e. caravan park or camping ground)
    • changing the type of activity (e.g. from private residence to Tourist Park)
    • re-establishing a Tourist Park that was abandoned
    • changing the intensity of the activity (e.g. adding extra camping or caravan spaces)
    • carrying out building work (e.g. adding a pool, amenities etc)
    • carrying out Operational Work (eg stormwater/drainage works).

    Building approval

    Building work in a caravan park and camping ground may include:

    • Building/fitting out new facilities
    • installing rigid annexe to caravans
    • when caravans are used for long term residential purposes.

    All building work is assessed against the building assessment provisions (including, but not limited to, the National Construction Code and the Queensland Development Code) which set the minimum requirements for building structure, fire safety, access and egress, health and amenity, and energy efficiency.
