The team do this through its role in communications, business support and facilitating partnerships, connections and collaborations across our community.

Anthony Dow - Economic Development Manager

Anthony Dow

Leading the Economic Development team at Noosa Council, Anthony is responsible for delivering the Local Economic Plan and support the sustainable growth and diversification of the local economy. Anthony is involved in strategic liaison between government and business, and works with a range of stakeholders to promote economic development in Noosa Shire.

Anthony has accumulated a deep knowledge of the government sector (Local, State and National) in New Zealand, NSW and Queensland, specialising in regional & business development. Prior to that, he spent 15 years leading pricing, revenue management programs & systems for major telecommunications and media organisations in NZ, Canada and the USA.

He has been very successful in forming and facilitating multi-disciplined teams to attract funding for infrastructure (e.g. National Broadband Network, community services), indigenous development (jobs market), regional programs (creative industries, innovation, social enterprises), and event bids & sponsorships (NRL, RWC 2011 team hosting, A-league, SEGRA). After leading the launch of a digital jobs platform (, Anthony consulted to tourism organisations & local councils and led the development of ‘Business Clusters’ and industry collaboration in the Moreton Bay region of Queensland.

Anthony has successfully driven business growth and cultural change, building sustainable groups that include; Food & Agribusiness Cluster, ICT & Print Cluster, Narangba Innovation Precinct, Waste Management / Circular Economy Group, Strawberry Innovation Cluster.

Anthony enjoys all that the Noosa environment has to offer with his love of camping and all things outdoor, including coaching the local soccer team for his son.

Carolyn Bullen - Senior Economic Development Advisor 

Carolyn Bullen

Carolyn’s primary role is to implement actions from the Local Economic Plan. The scope of these actions can vary greatly but focus on creating and developing projects that have a positive impact on the local business environment. She manages the education, environmental and food and beverage industries sector development, the economic development grant program, branch communications, the provision and monitoring of statistics, data and trends and works closely with local business associations to assist them achieve their strategic goals.

In a nutshell, before joining Council Carolyn owned and operated businesses in manufacturing and tourism; managed business exhibitions and events; and worked with industry cluster groups to develop and implement strategic plans.

She has undertaken post grad studies focusing on economic development, and continues to stay informed on best practice and emerging trends in economic development.

Carolyn really enjoys working in the area of business development, particularly direct engagement with the business community and the myriad of dedicated people actively working to constantly improve the local business environment. Almost a local, Carolyn has lived in Noosa for over 20 years, is enjoying grandmotherhood and time spent in the garden.

Chris Boden - Director, Peregian Digital Hub

Chris Boden

As the Director of the Peregian Digital Hub, Chris helps attract, support and develop talent to create a world class digital ecosystem in Australia's lifestyle idyll, Noosa. Chris has a particular passion for talent development and is helping develop an exciting pipeline of young tech talent on the Sunshine Coast by providing opportunities to teach, learn and earn.

Inspired (more likely deluded) by Tim Ferris' mini-retirement concept, Chris moved his family to Noosa from Silicon Valley where he had run a mobile startup spun out of Lonely Planet. He had spent the previous 5 years there as an exec leading mobile & innovation. He and his teams created some of the first smartphone apps for travel and had them featured by Apple at the launch of both the iPhone App Store and iPad, going on to generate millions of downloads and helping the company become the world's leading travel publisher on mobile platforms.

Before joining Lonely Planet, Chris founded and helped run startups in the mobile entertainment publishing space with stints in Sydney, Beijing and Singapore through the glass-chewing pre-smartphone phase of the mobile era, taking a startup from concept through to a Nasdaq-listed exit.

He has mixed it at the corporate exec level working with high profile boards and investors, managing large P&Ls, Strategic Partnerships, Global Licensing, M&A, Transformation Strategy and R&D. Chris can also draw on a large toolbox of hand-on skills from design & coding to copywriting, video production, analytics, Biz dev, 3d modelling, public speaking & event management.

Along the way, he has also endured startup failure and he now helps digital entrepreneurs find success by: drawing on his experiences through mentoring; making connections via his network of A-grade players and mucking in where needed with his handy generalist skill-set.

Chris's love of tech expands to his personal life where he enjoys spending time with his family.

Vicky Kottaras - Project Officer

Vicky Kottaras

Vicky’s role is to support the team in the delivery of the Local Economic Plan. She works across a number of projects including the Economic Development Grants, business support, Communications & Marketing. Vicky loves getting to know her local business community, and hearing the personal stories behind their businesses.

Vicky spent the first part of her career in international education before moving into economic development at local government.

She holds a Bachelor of Social Science and is an avid fan of economics podcasts.

Andrea Tattam - Project Officer 

Andrea Tattam

As Project Officer for the Noosa Education and Training Alliance (NETA) Andrea works with representatives from schools, tertiary institutions and registered training organisations to support student pathways, promote Noosa as an education destination and progress collaborative opportunities to enhance the education and training industry in our region.

With a wealth of local government business and economic development experience supporting and enhancing a range of industry sectors in the Sydney CBD and Inner West some highlights include; business management and economic analysis of Sydney New Year’s Eve, delivery of a series of successful precinct branding and revitalisation projects, ground breaking research and analysis of mainstreet spending transaction data, development and roll out of policy and programs that brought the Sydney small bars and laneway activation vision to life alongside a wealth of small business grant, support and development programs.

A self-confessed lifelong learner, Andrea relocated to Noosa to fulfil a dream and complete her Masters in Education. Working on the NETA project is what Andrea describes as the ‘perfect combination’ of her two professional worlds.

In her spare time you will find Andrea volunteering at Sunshine Beach State School or out and about with family enjoying the stunning Noosa environment.

Sian Gadd - Trainee

Sian Gadd

Sian assists the Economic Development team with administration tasks, updating the website and at Peregian Digital Hub events. Sian has completed a Diploma of Travel & Tourism Management, is doing a certificate III in Business Administration at Noosa Community Training Centre as part of her traineeship and is part way through a Bachelor of Business majoring in Marketing at QUT. Her love of Japanese culture and language led her to spend two gap years in Japan teaching English (ESL).

Having lived in the Sunshine Coast Hinterland since six years of age, Sian loves the natural beauty of the Sunshine Coast. She grew up spending time at the river and beach and riding her quad bike. Sian enjoys painting, drawing, taking photos, exploring markets and spending time with her three maltese x shitzsu dogs on the weekend – two of which are from 4Paws Animal Rescue.
